Background

Uganda Investment Authority (UIA), set up under the investment code 1991 is a statutory agency mandated to initiate and support measures that enhance investment in Uganda and advise Government on appropriate policies conducive for investment promotion and growth.

Applications are invited from suitably qualified applicant to fill the following positions:

1. Job Title: Executive Director (One post)

Reports to: Chairman Board of Directors

Directly Supervises: Deputy Executive Director; Director/Finance & Administration; Deputy Director/ Communications &PR, Research, and IT; Head/Procurement & Disposal Unit.

Job Summary: The Executive Director (ED) serves as Chief Executive of Uganda Investment Authority, responsible for the successful attainment of the Vision, Mission and Objectives of the Authority, and the accountability of the Authority to its stakeholders. The Board delegates responsibility for management and day-to-day operations to the ED who has the authority to carry out these responsibilities, in accordance with the direction and policies established by the Board. The Executive Director sits on the Board and supports the Board as it carries out its governance functions.

Key Result Areas:

  • Support the Board in the development and implementation of policies for effective management of Investment in the country.
  • Spearhead the strategic planning processes and ensure a strategic focus towards the attainment of the organisation’s mandate.
  • Ensuring timely development of the Authority’s strategic plans, annual work plans and budgets for approval by the Board.
  • Spearhead the mobilisation of the necessary resources for the organisation’s programs and ensure effective utilisation.
  • Overseeing the fiscal activities of the Authority including budgeting, reporting and audit
  • Provide direction in establishing a sound human resources strategy that builds and assures a work environment that recruits, retains and supports quality and motivated performance work teams.
  • Provide clear leadership and promoting and fostering a high team performance culture in the organisation
  • Working with the Board to ensure adequate financing from Government and other sources to support short- and long-term goals of the Authority.
  • Monitoring, evaluation and reporting institutional performance to the Board in a timely manner.
  • Informing the Board and its committees about relevant trends, issues, problems and activities in order to facilitate policy-making.
  • Attending Board meetings, supporting the Board, and serving as Secretary to all meetings of the Board.
  • Ensuring timely submission of the organisation’s performance reports both narrative and financial to the relevant stakeholders
  • Ensuring due compliance with all legal and regulatory obligations relevant to the Authority.
  • Networking, advocating and building institutional linkages and partnerships that promote and protect the interests of the Authority.
  • Ensuring cordial and reinforcing relations between the Authority and its stakeholders including the general public.

  • Policies to guide UIA operations formulated and approved by the Board.
  • UIA strategic plan, annual work plans and budgets formulated and approved.
  • Approved work plans and budgets effectively implemented.
  • Resources for the effective implementation of Authority activities and programs in place.
  • Appropriate management and operating systems in place.
  • Productive, effective and efficient human resources in the organisation.
  • Strategic partnerships with major stakeholders developed and maintained.
  • UIA Board effectively supported to carry out its governance function.
  • Comprehensive and timely performance reports submitted to the Board for consideration.
  • UIA’s compliance with all statutory requirements.

  • Productive institutional partnerships established and maintained with Government and other partners

Required Competences:

  • Bachelor’s degree in Business Administration, Economics, Development Studies, Social Sciences, Agribusiness, Engineering Sciences, Law or related fields.
  • Master’s Degree in any of the following disciplines: Business Administration, Economics, Public Administration, Agricultural Economics, Agribusiness, Finance, Law and related fields.
  • Postgraduate Diploma in Financial Management, Public Administration, Project Planning, Management or related fields may be added advantage.
  • At least 10 years proven strong leadership and management of a credible public or private sector organization involving strategic thinking and planning, team building, direction and supervision.
  • Proficiency in computer applications (Ms Office Suit).
  • Well-demonstrated entrepreneurial skills.
  • Broad knowledge of the global and Ugandan business and Investment environment.
  • Strong communication, networking, advocacy and negotiation, leadership skills.
  • Experience with resource mobilization, utilization and accountability.

2. Position Title:  Director/ Small, Medium Enterprises

Reports to:  Executive Director

Directly Supervises: Deputy Director/SME Development and Deputy Director / Technology Innovations.

Job Summary:

Responsible for building and leading a strong team that can support Innovation, Science and Technology development; and identify, attract and facilitate the SME business community to invest in Uganda to contribute to national development objectives.

Key Result Areas:

  • Advising Management about trends, issues, problems and activities in the STI and SME sectors in order to facilitate strategic decision making.
  • Developing departmental plans and budgets to promote appropriate STI initiatives to support rapid industrialization of Uganda including participating in the Innovation Fund and other programs established by Government.
  • Developing departmental plans and budgets to identify, support and facilitate potential SME investors.
  • Promoting business-to-business (B2B) linkages between SMEs and larger scale investors.
  • Building competent, highly motivated and performing work teams.
  • Overseeing implementation of department work plans for STI and SME sector development.
  • Working closely with the Directorate of Investment Promotion & development to facilitate STI & SME business operations.
  • Maintaining reliable data base on potential and actual SME invest community
  • Participating in strategy formulation and implementation.
  • Supporting the Director/Finance & Administration to mobilize funds to enable implementation of the Authority’s mandate.
  • Identify appropriate technology from successful countries.
  • Advise the management on viable linkages for funding SMEs.
  • Ensuring budgetary discipline by departmental staff.
  • Directing, supervising, developing and mentoring departmental staff
  • Appraising departmental staff.
  • Preparing periodic performance reports.
  • Executing any other undertakings as may be assigned by the Executive Director.

Profile Specification:

  • Bachelor’s degree in IT, Engineering, Economics, Agriculture, Sciences or related discipline.
  • A Masters’ degree in Business, Economics, Agribusiness, Social Sciences and related fields.
  • Postgraduate Diploma in Entrepreneurship, Project Planning, Financial Management, Management, ICT or similar qualification is an added advantage
  • Well-demonstrated entrepreneurial skills.
  • Deep knowledge of the global and Ugandan business and investment environment with strong experience of the SME sector.
  • At least 10 years’ working experience and 7 years in top/senior management involving strategic thinking and planning, team building, direction and supervision
  • Proven experience with planning, implementation and coordination of business development operations.
  • Knowledge and experience of business incubation particularly of the cottage sector and its economic transformational impact.
  • Strong experience of working with the informal sector economy.
  • Deep understanding of modern technology, innovations and electronic systems.
  • Deep knowledge of new technologies in areas such as cottage industries and eco-tourism.
  • Strong communication, networking, advocacy and negotiation skills.
  • Proven track record is a MUST.
  • Computer literacy.
  • Strong team building, communication and interpersonal relations skills.

3. Position Title: Chief Internal Auditor

Reports to:  UIA Board and administratively to the Executive Director

Directly Supervises: Internal Auditor

Job Summary:

Charged with monitoring, verifying, advising and reporting to the Board and Management regarding the adequacy, effectiveness and correct operation of UIA’s Internal Control systems and playing an advisory role to the stakeholders referred to above on any compliance issues both statutory and any other provisions that may affect the Authority.

Key Result Areas:

  • Advising the Management regarding UIA’s internal audit function and the entire internal control systems.
  • Checking, on an on-going basis and in response to specific requests, in compliance with international standards, that the internal audit and risk management system operates correctly and appropriately, through an audit plan approved by the Board.
  • Demanding and obtaining direct access to any and all information needed to perform his/her role.
  • Preparing regular reports containing adequate information on internal audit activities, the methods used to manage risk, and compliance with the plans drawn to contain risk including an assessment of the fitness for purpose of the Authority’s internal audit and risk management system.
  • Preparing timely reports on significant events and submitting the same to the Board for their consideration.
  • Ensure adequate focus on personnel professional growth of the internal audit staff which is relevant to prepare them to take on more challenging assignments, in line with standard audit career progression.
  • Conduct Value for Money audits for key UIA investments.
  • Regularly advise management and the board on modern and electronic financial transactions and the attendant cyber risks.
  • Regularly liaise with national Financial Intelligence Agency and advise the Management and Board on counter measures to deter fraud.

Key Competencies:

  • Bachelor’s degree in Commerce, Accounting, Finance or related fields.
  • Professional qualifications in CPA or ACCA is a MUST.
  • A Masters’ degree in related discipline is added advantage.
  • Membership to a professional body, ICPAU, IIA.
  • At least 10 years’ work experience and 7 years’ experience in internal audit function at senior management level.
  • Familiarity with the Public Finance Management Act 2015.
  • Deep understanding of value for money audits (VFM).
  • Strong knowledge and competence in tracking electronic financial systems and transactions.
  • Demonstrable knowledge of financial fraud detection and intelligence gathering.
  • Certificates in computerized finance and accounting packages.
  • Understanding of the global economic and financial systems.
  • Evidence of demonstrable knowledge of modern financial management systems including IFMIS.
  • Deep knowledge of risk management including detection of cyber-crimes.
  • Computer literacy.
  • Strong team building, communication and interpersonal relations skills.
  • Proven track record is a MUST.

4. Deputy Director HR & Administration

Position Title: Deputy Director HR & Administration 

Reports to:  Director Finance & Administration

Directly Supervises:  Senior Investment Executive- Administration

Job Summary:

Supports the Executive Director to plan, direct and coordinate the human resource and administrative functions of the Authority to ensure effective and efficient operations.

Key Result Areas

  • Supporting the Executive Director in ensuring there is a functional human resource and administrative system to enable implementation of the Authority’s approved work plans.
  • Identifying vacant staff vacancies and leading the recruitment, interviewing and selection of candidates.
  • Allocating human resources and ensuring appropriate matches between personnel, based on clear job descriptions and competence profiles.
  • Preparing personnel budgets for incorporation in the Authority overall budget and preparation of annual staff training plans.
  • Participate in the formulation of human resource and administrative policy manuals, ensuring their availability to, and compliance by, all staff.
  • Administering compensation, benefits and performance management systems, and safety and recreation programs.
  • Ensuring that the Authority has the caliber of staff needed to execute its mandate at all times.
  • Formulating and implementing staff development plans based on needs analysis.
  • Handling operational HR and administrative functions including staff appraisal, staff discipline, counselling, disputes, allocation of support services, and contracts for outsources services, among others.
  • Advise Executive Director on skills and competences required for staff recruitment and retention.
  • Guiding and inducting newly recruited staff.
  • Advising management on HR policy issues.
  • Executing any other undertakings as may be assigned by the Supervisor.

Key Competencies  

  • A Bachelor’s degree in Human Resource, Business Administration, Human Resource or in a related field.
  • A Masters’ degree in Human Resource Management, Business Administration or a relevant discipline.
  • Postgraduate Diploma in Human Resource Management, Certificate in Administrative Law and related fields will be added advantage.
  • At least 7 years’ work experience with 5 years in human resource management at senior level.
  • Strong team building, communication and interpersonal relations skills.
  • Change Management skills.
  • Membership of HR professional association.
  • Well demonstrated experience in mentorship and staff development.
  • Evidence of strong competence in conflict management.
  • Strong knowledge of staff development.
  • Knowledge of modern appraisal systems e.g. Balance Score Cards (BSC) and performance contracts.          
  • Proven track record is a MUST.
  • Computer literacy.
