Job Vacancy for Project Accountant

Uganda Investment Authority (UIA) is a statutory agency that is mandated to promote, attract, facilitate, register, monitor, and evaluate all forms of investments and business activities in Uganda as per the Investment Code Act, 2019. It is on the basis of this mandate that UIA initiates and supports measures that enhance investments in Uganda and advises the Government of appropriate policies conducive for investment promotion and growth in the country.

The Government of Uganda has secured financing from United Kingdom Export Finance and Standard Chartered Bank to a tune of Euros 249 M for the development of the following infrastructure;

  1. Road network and bridge including traffic management for the entire park.
  2. Water distribution network including water reservoirs for the entire park.
  3. Sewerage network including sewer underground pipe network for the entire park.
  4. Waste treatment plant including public toilets, a solid treatment plant for the park.
  5. MN Power Services that shall include the supply and laying of 33KV single core cable among others for the entire park.
  6. Fibre optic services and CCTV services for the entire park.
  7. Solar street lighting for the entire park.
  8. The SME workspaces.
  9. Other amenities such as water hydrants etc.

Uganda Investment Authority intends to recruit the most experienced and qualified technical staff to run the implementation of the project. The details of the vacant positions are as detailed below:

PROJECT ACCOUNTANT

Reporting

The Project Accountant shall report to the Project Manager.

Working relations

Liaises with the EPC Contractor, Project Management Team and other relevant project stakeholders.

Purpose of the job

The Project Accountant shall be responsible for the project expenditures and project financial reporting as per the Project’s Finance and Accounting Procedures manual and the approved budgets.

Key areas of focus

  1. Project’s CAPEX and OPEX Budgets;
  2. Processing of all project operational expenditure payments;
  3. Maintenance of all expenditure records;
  4. Reconciled Expenditure reports.
  5. All financial periodic reports / statements as maybe required.

Specific Duties and Responsibilities

The Project Accountant shall be expected to carry out the following duties and responsibilities;

  1. Assist the Project Manager in preparing and updating all project budgets;
  2. Undertake the role of BoU Project Account agent;
  3. Processing of all project operational expenditure payments;
  4. Managing of all project petty cash transactions;
  5. Handling of URA transactions and all other statutory tax deductions on all project payments;
  6. Properly filing project payment vouchers and safe custody of all project payment records;
  7. Carryout monthly reconciliation of all project CAPEX and OPEX expenditures;
  8. Preparation of periodic project financial statements.
  9. Preparation of periodic budget performance reports.
  10. Assist the Project Manager in securing accountabilities of all project expenditures;
  11. Any other duties that may be assigned.

Outputs

The Project Accountants’ measurable outputs shall include;

  1. Project deliverables such as Project’s CAPEX and OPEX Budgets;
  2. Processing of all project capital and operational expenditure payments;
  3. Reconciled expenditure records;
  4. Project expenditure accountabilities;
  5. Project financial statements;
  6. Project periodic performance and monitoring reports.

Qualifications

The Project Accountant shall possess a minimum of the following;

  1. An honors Bachelors in Accounting or Finance. 
  2. Professional qualification of CPA or ACCA is a MUST.
  3. Membership to a professional association is a MUST.

Experience

The Project Accountant shall possess;

  1. A minimum of 3+ years’ work experience in financial management or accounting on similar projects.

Skills and Competencies

The Project Accountant should possess;

  1. Ability to work with minimal supervision with strong organizational skills; 
  2. Report writing and oral communication skills; 
  3. Must be results-oriented, a team player, exhibiting high levels integrity; 
  4. Demonstrate excellent interpersonal and professional skills;
  5. Attention to detail skills;
  6. Competencies with MS Office and other professional software are a MUST.
