EMPLOYMENT OPPORTUNITY

The Uganda Investment Authority (UIA) is a semi-autonomous government agency operating in partnership with the private sector and the Government of Uganda to drive national economic growth and development. The Authority was set up by an Act of Parliament (Investment Code 1991, which was later revised to the Edition 2000 Laws of Uganda) 2019 with the aim of promoting and facilitating private sector investment in Uganda.

The ability of the Authority to fulfill its mandate primarily lies in the way in which its Human Resource is managed from the point of entry, stay, exit and post-exit. It is a policy of UIA to attract and retain a highly qualified and competitive workforce to fulfill its mandate and hence the need to fill the vacant positions.

UIA seeks to recruit highly-skilled, experienced, and motivated qualified individuals to fill the following position:

Reporting

The Project Site Engineer (Civil) shall report to the Project Engineer.

Working relations

Liaises with the Owner’s Engineer and other relevant project stakeholders.

Purpose of the job

The Project Site Engineer (Civil) shall supervise and ensure that all civil construction activities are implemented in line with the approved designs and statutory requirements.  

The civil construction shall cover; roads and bridges, water distribution network, sewage network, waste treatment plant and all building structures within the project.

Key areas of focus
  1. Project technical studies and designs;
  2. Project construction and installation activities;
  3. Management of day to day project civil engineering and technical activities;
  4. Inspections and acceptance of project deliverables.
Specific Duties and Responsibilities

The Project Site Engineer (Civil) shall be expected to carry out the following duties and responsibilities;

  1. Assist the Project Engineer on civil engineering and technical related matters on the project;
  2. Ensure that UIA’s interests are protected in the technical studies, designs and construction phases of all project infrastructure;
  3. In consultation with the Project Engineer, review all civil engineering requirements from the Owner’s Engineer.
  4. Inspect all project civil engineering activities and ensure that construction is as per approved project requirements and statutory provisions;
  5. In consultation with the Project Engineer, review and advice on all proposed project civil engineering changes or variations and ensure that all approved project architectural changes or variations are implemented;
  6. Preparation of periodic monitoring and performance reports as per the project reporting requirements;
  7. Ensure that all project civil engineering documentation is maintained.
  8. Facilitate the securing of requisite permits and approvals in relation to statutory requirements.
  9. Any other duties that may be assigned.
Outputs

The Project Site Engineer (Civil) measurable outputs shall include;

  1. Approved Project deliverables such as approved project studies and designs;
  2. Project civil engineering and technical documentation maintained;
  3. Project issues log, changes or variations log;
  4. Project periodic performance and monitoring reports;
Qualifications

The Project Site Engineer (Civil) shall possess a minimum of the following;

  1. An honors Bachelor’s degree in civil engineering. 
  2. A master’s degree shall be an added advantage.
  3. A post graduate qualification and or membership to any project management professional body shall be an added advantage.
  4. Registration with the Engineers Registration Board is a MUST.
Experience

The Project Site Engineer (Civil) shall possess a minimum of the following;

  1. Must have at least 5+ years’ work experience in supervision and management of projects post registration with Engineers Registration Board.
  2. Proof of experience in working in complex environments and large infrastructure and or electrical works particularly in the field of construction supervision and management.
  3. Proof of experience in implementation of Engineering, Procurement and Construction (EPC) projects.   
  4. Experience in contract management, project management and programming-related work.
  5. Proof of experience in working on infrastructure projects will be an added advantage.
Skills and Competencies
  1. Ability to work with minimal supervision with strong organizational skills; 
  2. Technical report writing and oral communication skills. 
  3. Must be results-oriented, a team player, exhibiting high levels of enthusiasm, tact, diplomacy and integrity. 
  4. Demonstrate excellent interpersonal and professional skills in interacting with investors, government and development partners. 
  5. Project management skills. 
  6. Attention to detail skills. 
  7. Openness to change and ability to manage complexities.

Competencies with MS (Office, Project and Visio) and other professional software such as Tilos, Micro station, Archi CAD, and Adobe Acrobat Pro are a MUST.
